Deborah Delaney is owner of Flagship Franchises of Minnesota, Inc. The mission of Flagship Franchises is to “Connect People with Premium Care”. Ms. Delaney founded the company in 2002 with the vision of creating and investing in companies that provide services to growth industries, such as the Aging Market. Its initial investment is SarahCare®, a franchise specializing in providing superior Adult Day Care and Home Health Care Services.


Deborah is a member of the Business Advisory Council for the National Republican Congressional Committee. Ms. Delaney received the 2005 and 2006 Businesswoman of the year award from the National Republican Congressional Committee and the 2008 and 2009 National Guard Patriotic Employer Award.


Ms. Delaney has served as a member for the Boys and Girls Club of Minneapolis, and is a member of the Women’s Health Leadership Trust, National Association of Women Business Owners and its respective local chapter in Minnesota, and Women in the Boardroom.

Allowing your families to feel guilt free by keeping your loved ones in your homes and respective communities versus placing them in a nursing home, is a blessing. Kate has been with SarahCare since 2006. Kate is a graduate of the University of St. Thomas with a degree in Finance. Kate is responsible for developing and implementing mechanisms and controls to ensure appropriate billing and payment cycles and accurate and timely billing, in accordance with established government funding sources, Veteran’s Administration, Long Term Care Insurance Companies, Private Pay and Minnesota Senior Health Options (MSHO) Insurance entities. In addition Kate is responsible for organizing the center for maximum effectiveness.

Jackie Schuch, Activity Director


Jackie has been with SarahCare since 2006. She started out as a Certified Nursing Assistant, but after two years we quickly realized that her talents and passions lie with the activity programs. In July of 2008 she was promoted to the Program Coordinator position. In that position she assisted the Activity Director with assessing, planning, implementing, and evaluating the recreational programs at SarahCare. Jackie was promoted to Activity Director on March 12, 2010. This position is critical to the success of our therapeutic programs and we are pleased she has taken on this very important role within SarahCare. Jackie is also Food Handler Certified, and serves as our Food Manager. She is responsible for inventorying, ordering, and planning the meals. She also oversees the staff during meal times to ensure regulatory compliance.



Judy Kocher, RNJudy Kocher, Registered Nurse


Judy received her Bachelor of Science in Nursing at Montana State University, and worked in Long Term Care Settings for over 30 years. She has served as a Staff Nurse, Care Conference Coordinator, Shift Supervisor, and Assistant Director of Nursing. Some of her areas of concentration are Gerontology, Staff Development and Education, and Geriatric Rehabilitation. Judy joined our team at SarahCare in October 2008 as our Registered Nurse Consultant.



Brooke Hansen, LPNBrooke Hansen, LPN


Brooke received her Nursing Degree from Lake Superior College in Duluth (where she is from), and moved to the Twin Cities a couple of years ago. She has experience working in many different areas including Nursing Homes, Hospitals, and Home Care Agencies (specializing in ventilator and tracheal clients). Here at SarahCare, she serves as our Center Nurse and Home Care Coordinator. In that role she oversees the Certified Nursing Assistants, supervises medication administration, schedules and manages the home care, and is responsible for maintaining the health and well-being of our Participants here.

Our SarahCare® Center prides itself on the experience and qualifications of its staff. Our staff includes:

  • Registered and Licensed Practical Nurses: to administer prescribed medications, provide educational programs, manage day-to-day health needs, and attend to emergencies.
  • Social Workers: to provide family support and assist with plans of care.
  • Activities Professionals: to conduct personalized activity programs.
  • Personal Care Assistants: to assist with personal care, including bathing.
  • Dietary Consultants: to assist with meal plans and special diets.
  • Professional Contractors: to provide chiropractic, podiatry services; physical, occupational and speech therapy services; massage therapy services.
